SOCIAL AND ECONOMIC SITUATION IN SEVEN MONTHS OF 2013

As of mid-July, the country had 2,196,000 hectares of summer-autumn rice cultivated, equaling 104.8% against last year’ same period. Together with this, provinces in Mekong delta harvested 784,400 hectares of early summer-autumn rice, rose 30.7percent from last year’ same period. Generally, productivity of early summer-autumn rice was good with an estimation of about 5,300 kg/hectares but as the weather was not  propitious to main crop period summer-autumn rice productivity of the whole crop reached estimated 5,200- 5,300 kg/hectares, decreased 50-150 kg/hectares compared to that in last year’ same crop.

Cultivation of vegetables was speeding up. As of above period, there were 901,400 corn-cultivated hectares, equaling108 percent from the same period last year; 109,200 sweet potato cultivated hectares, equaling 103.3%; 85,100 soybean-cultivated hectares, equaling 110.1%; 187,200 peanut cultivated hectares, equaling 102.7%; and 715,700 vegetables cultivated hectares, equaling 105.1%.

There was no sign of recovery in animal husbandry. The country’s herd of buffalos decreased by 2.5% compared to the figures in last year’ same period; oxen by 3%; pigs by1.5% and fowls by 2%.

Forestry

Generally, the country’s newly planted concentrated area in 7 months reached an estimation of 99,100 hectares, rose 18.7percent from last year’ same period; dispersed planted trees reached 127.8 million, up 2.2%; wood production 2,806,600 m3, up 6.8%; firewood production 17.29 million Ste, up 2%.

Damaged forest area was 1,401.4 hectares, reduced by 38.8percent against last year’ same period, of which 884.5 hectares were burnt area, decreased by 46.9%; and 516.5 hectares were destroyed area, down 17.2%.

Fishery

Generally, estimated fishing production in 7 months reached 3,282,900 tons, rose 1.7 percent from last year’ same period, of which there were 2,494,700 tons of fish, up 1.0% and 370,000 tons of shrimp, up 4%. Farmed products reached 1,779,500 tons, up 0.3%, of which there were 1,356,200 tons of fish, down 1.1% and 280,500 tons of shrimp, up 4.5%. Caught products reached 1,503,400 tons, raised 3.5percent, of which sea caught products reached 1,400,700 tons, rose 3.6percent.

Industry

As estimated, July’s Industrial Production Index (IPI)  rose 7 percent from last year’ same period, of which growth rate of  the mining and quarrying and the manufacturing both was 6.8percent; power generation and supply 9.2percent; water supply and wastes treatment 11.6percent. Seven months’ IPI was estimated to grow 5.2 percent from the same period last year, of which the mining and quarrying increased by 2% and contributed 0.4 point percent to the general growth; the manufacturing by 5.8% and 4.1 points percent; power generation and supply by 8.7% and 0.6 point percent; water supply and wastes treatment by 9.7%, and 0.1 point percent respectively.

Consumption index for the manufacturing in the first six months of 2013 rose 8.3 percent from last year’ same period. Stock index as of 01/7/2013 of the manufacturing rose 8.8 percent from last year’ same period. Its stock index in June was 71.4% and was 75.4% in six months.

Employment index for industrial enterprises in June rose 1 percent from May. Compared to the same period last year, June’s employment index rose 4.1percent, of which the state owned businesses sector decreased by 0.4%; the non-state sector by 0.8% and the FDI sector increased by 9%. Compared to last year’ same period, June’s employment index in the mining and quarrying sector decreased by 1.5% in the manufacturing sector increased by 4.6%; in the power generation and supply by 2.5 and in the water supply and waste treatment by 3.3%.

Investment

Generally, seven months’ realized investment capital from the state budget reached 106,800 billion dong, equaling 54.4% of the yearly plan and declined 2.4percent from the same period in 2012. Of which, capital under central management reached 22,900 billion dong, equaling 57.1% and declined 14 percent; capital under local management was 83,900 billion dong, equaling 53.7% and rose 1.4 percent respectively.

Attraction of FDI from the beginning of the year to 20/7/2013 reached USD 11,911 million, equaling 119.6% from the figures in last year’ same period. Of which, registered capital of 677 newly licensed projects reached USD 6,919.7 million, equaling 93.5% of licensed projects and 110% of registered capital in the same period in 2012; additional registered capital of 266 times of projects licensed from previous years was USD 4,991.3 million. Estimated realized FDI in 7 months of 2013 reached USD 6.7 billion, rose 6.4 percent from the same period last year.

Of the total registered FDI in all sectors in 7 months of this year, the manufacturing gained USD 10,440.9 million, accounted for 87.6% of total registered capital; the real estate business USD 580.8 million, accounted for 4.9%; other sectors USD 889.3 million, accounted for 7.5%. 46 provinces and cities over the country had newly licensed FDI projects from 42 countries and territorial regions.

Government revenues and expenditures

Total Government revenues from the beginning of the year to 15/7/2013 were at an estimation of 381.7 trillion dong, equaling 46.8% of the yearly estimate, of which domestic revenues reached 251.5 trillion dong, equaling 46.1%; from crude oil 58.4 trillion dong, equaling 59%; from export-import balance 68.6 trillion dong, equaling 41.2%. Of the domestic revenues, collecting from state enterprises was 73.4 trillion dong, equaling 42.1% of the yearly estimate; from FDI enterprises (excluding crude oil) 56.3 trillion dong, equaling 52.5%; from non-state industrial, commercial and service taxes 54.7 trillion dong, equaling 45.4%; from individual income tax 28.6 trillion dong, equaling 52.1%; from environment protection tax 6.1 trillion dong, equaling 42.8%; and from other fees 5.1 trillion dong, equaling 49.4%.

Total Government expenditures from the beginning of the year to 15/7/2013 were at an estimation of 483.6 trillion dong, equaling 49.5% of the yearly estimate, of which spending for investment development reached 83.6 trillion dong, equaling 47.7% (spending for capital construction only was 81 trillion dong, equaling 47.6%); spending for economic and social development, national defense and security (including spending for salary reform) was at an estimation of 343.9 trillion dong, equaling 51%; paying debts and aids was 56.2  trillion dong, equaling 53.5%.

Total retailed sales of consumer goods and services

Generally, seven months’ total retailed sales of consumer goods and services reached 1,487.9 trillion dong, rose 12 percent from the same period last year, if the factor of inflation were excluded, it would be 4.9%. Of which, the trade business gained 1,143.6 trillion dongs, represented 76.9% and up 11.4%; the hotel and restaurant 179 trillion dong, 12% and 14.7%; the service 151 trillion dong, 10.1% and 14.9%; the tourist 14.3 trillion dong, 1% and 2% respectively.

Exports-Imports

Generally, seven months’ export turnovers reached USD 72.7 billion, rose 14.3 percent from last year ‘same period, of which the domestic economic sector reached USD 24.5 billion, up 1.6%; the FDI sector (including crude oil) USD 48.2 billion, up 22%.

Generally, seven months’ import turnovers reached USD 73.5 billion, rose 15 percent from last year ‘same period, of which the domestic economic sector reached 32.1 billion USD, rose 5.2 percent; the FDI sector gained USD 41.3 billion, up 24%.

Seven months’ trade deficit was USD 733 million, equaling 1% of total export turnovers.

Consumer price indexes (CPI)

July’s CPI rose 0.27percent from June. Among groups of goods and services, transport had the highest growth rate of 1.34percent; housing and construction material 0.43percent; culture, entertainment, tourist 0.31percent; drinks and tobacco 0.29percent; family appliances 0.26percent; garments, hats, footgear 0.25percent; catering and related service 0.1percent (grain food declined 0.3percent; foodstuff rose 0.18percent); education 0.09percent; medicines and health care service 0.05percent; no change in the field of postal and communicational service.

The increase in July’s CPI mainly resulted from two times of petroleum price rises in June 14 and 28, making CPI of this group grow 2.38percent from June, contributing 0.09percent to the CPI’s general growth rate. Additionally, the adjustment to raise the minimum salary level in the sector of public administration and service from 1,050,000 to 1,150,000 dong from 01/7/2013 also impacted on the increase in CPI.

July’s CPI rose 2.68percent from 12/2012 and 7.29 percent from last year’ same period. Seven months’ average CPI rose 6.81percent compared to that in 2012’ same period.

July’s gold price index declined 6.28percent from June; 20.43percent from 12/2012 and 13.35percent from last year’ same period. July’s USD price index rose 0.68from June; 1.53 percent from 12/2012 and 1.42 percent from last year’ same period.

Carriage of passengers and cargos

Seven months’ passenger carriage reached estimated 1,745.4 million arrivals; raised 4.6 percent and 72.8 billion passengers-kilometers rose 3.7 percent from the same period in 2012. Of which central transport reached 27.3 million participants, increased by 1.7% and 19.2 billion passengers-kilometers by 3%; local transport reached 1,718.1 million arrivals, rose 4.7 percent and 53.6 billion passengers-kilometers by 3.9%. Transport by road reached estimated 1,599.9 million arrivals, rose 4.8percent and 52.4 billion passengers-kilometers by 3.9% from last year’ same period. Similarly, by river: 124.6 million arrivals, rose 2.3percent and 2.7 billion passengers-kilometers by 4.2percent; by air: 9.6 million arrivals, rose 3.2percent and 14.8 billion passengers-kilometers by 3.7percent; by sea: 3.8 million arrivals, rose 4.9percent and 215.7 million passengers-kilometers by 4.3percent; by rail: 7.4 million arrivals, decreased by 1% and 2.7 billion passengers-kilometers by 0.7%.

Seven months’ cargo carriage reached estimated 574.1 million tons, rose 3.3 percent and 112.5 billion tons-kilometers, slowed down 3.2 percent from last year’ same period, of which the domestic transport gained 553.5 million tons, rose 3.8percent and 52.1 billion tons-kilometers  by 4percent; overseas transport reached 20.6 million tons, decreased  by 8.5% and 60.4 billion tons-kilometers  by 8.6%. Transport by road achieved 447.8 million tons, increased by 3.6% and 34.8 billion tons-kilometers  by 4.9%; by river: 98.4 million tons, grew by 5.7% and 8.7 billion tons-kilometers  by 4.4%; by sea: 23.9 million tons, reduced by 8.7% and 66.4 billion tons-kilometers  by 7.7%; by rail: 3.9 million tons, decreased by 3.6% and 2.2 billion tons-kilometers  by 5.9%.

International visitors to Viet Nam

Estimated international visitors to Viet Nam in seven months of 2013 reached 4,198,700 arrivals, rose  5.9% percent from last year’ same period. Of which visitors coming for tourist purposes were 2,572,800 arrivals, rose 9.3percent; for business purposes 702,600 arrivals by 4.3percent; for visiting relatives 699,700 arrival by 1.9percent.

Social issues

Farmer’s food shortage                                        

In July, the country had 29,400 households suffered from food shortage, declined 18.2% from June, equaling 125,000 hunger persons, reduced by 18.3%. To overcome the problem, all administrative levels and sectors since the beginning of the year have provided difficult families with 23,800 tons of food and 12.7 billion dong.

Epidemic diseases and food poisoning

Generally, the country in 7 months had 39,100 cases of hand, foot, mouth disease (14 died); 25,300 cases of hemorrhagic fever (16 died); 313 cases of typhoid; 354 cases of virus encephalitis (11 died) and 16 cases of meningococcal meningitis (2 died).

More 1,186 HIV-infected cases were found in the month, bringing the number of HIV infected living persons over the country as of 17/7/2013 to 214,300, of which 62,900 turned to AIDS. The country’s deaths by AIDS as of 17/7/2013 were 63,800 persons.

Generally, the country in 7 months had 80 cases of food poisoning, infecting 2,100 persons, of which 16 died.           

Environmental and fire protection


The country in seven months had 1,463 cases of fire and explosion, killing 64 persons and injuring 131 others. Estimated damage valued about 532.8 billion dong.

798 environment violated cases were found in the month in 36 provinces and cities, of which 422 cases were treated with 560 billion dong fines.

Traffic accidents

Generally, the country in seven months had 6,410 cases of traffic accident, killing 5,635 persons and injuring 3,945 others. In comparison to the same period last year, cases of traffic accident increased by 4.8%; the deaths by 4.9%; the injured decreased by 10.6%. On average, the country in each day in 7 months had 30 cases of traffic accident, killing 27 persons and injuring 19 others.
